Mr. Mazzamaro convened the Regular Board of Education meeting at 7:30 p.m.
B. Salute to the Flag
Mr. Mazzamaro led the Salute to the Flag and a moment of reflection for the victims of 9/11.
Mr. Mazzamaro: Before we get to public participation I would like to make a couple of announcements. We are going to move Action Item J a. to this portion of the meeting and second I am going to add a new Agenda Item H-9 to the Superintendent’s Report, Building Safety and Security at Watertown High School.

A representative from the Town Clerk’s office is present this evening for the swearing in of Mr. Killeen.

C. Public Participation
Patricia Chipko, 56 Mount Fair Drive, Watertown
The President of the Alumni Association for Watertown High, Gary Saunders could not make it tonight. I have been asked to read this letter for the Association. If you have any questions, you can contact Gary.
The Watertown High School Alumni Association would like to request that the review of the association’s bylaws be added to the Board of Education’s regular meeting agenda in order to approve them. This association is a result of the Board of Education’s strategic plan to get the community involved in education. The association is a viable, active organization, helping to improve the community.
Many of our active members have been donating their time to get the organization up and running and we currently have 110 registered members. Franklin Pilicy also donated an inordinate amount of time to review the bylaws in order to clarify them and to make sure they are correct.
The alumni association would like to have the bylaws approved so that we can move forward with our mission and purpose to honor distinguished attendees of Watertown High School and to establish and maintain a “Wall of Honor” at the high school. The associations would like to offer an opportunity for members to meet in reunions or other gatherings, especially to publicly honor distinguished attendees and to keep members abreast of class activities and other news. The alumni association will also contribute to the welfare and betterment of the community. Thank you.

Bob Guerrera, 117 Adams Road, Watertown
I am here for two reasons tonight, first as a tax payer and I have a couple of questions. You know for the last nine months we have been pushing this turf issue. It is in the hands of a group of people now to make their suggestion of what to do. I would like to know how come the Board of Ed hasn’t backed us? Everything that we have said benefits the kids and the Board of Education. The busing, stop busing for practices and games that are in town. The profits that could be made off of that field could help the sports budget or the school. So my question is how come you guys haven’t backed us? Does any body have an answer?
Mr. Lafferty: I have a question for that, back you?
Mr. Guerrera: As far as the turf, pushing the turf to be on the Mills Complex.
Mr. Lafferty: Why haven’t we taken this on as joining you in the fight for it?
Mr. Guerrera: Yes
Mr. Lafferty: Are you talking about bringing this to the Town Council meeting or with the group of people who have been working on this task force?
Mr. Guerrera: Actually both. The Town Council, I remember, almost two months ago, were all willing to vote yes and they turned it into your hands.
Mr. Lafferty: I will give you an answer as far as the task force issue if I may Rich.
Mr. Mazzamaro: Normally Board policy is to take any questions you have and feel free as many questions as you have, to get back to you in writing, as we have in the past within ten business days.
Mr. Guerrera: Right, Ok
Mr. Mazzamaro: If you have other questions, please, lets address them and then we’ll…
Mr. Guerrera: Those are really the main two, because we are here, it is not for us. Yes do we get a chance to play on that field, yes we do. I mean you heard WAYS which is 800 kids strong, support the idea of putting it there. Lacrosse, our organization, all those organizations are over 2,000 voting members strong. It is only to benefit the kids of this town. That is why we have been at this for nine months, not to benefit me or Mr. Martino or Mr. Ford, it is to benefit the kids.
Ms. Calabrese: Mr. Chairman can I say something? And I respect your view about answering in writing, I just want to at least from my point of view I would like to let you know how I feel. This isn’t about backing the turf or not backing the turf or thinking it is a good idea or not thinking it is a good idea. We want to do what is right. I know I spoke to this a while ago. There were three issues that I was very curious about and I just wanted some information. One was I wanted information about the warranty on the track. To my know ledge that question has not been answered. Another question we had was the light ordinance, are there, there has been a lot of talk about that, the light ordinance. Now my mind is kind of escaping me, I know there were three issues, I was very curious about. The neighborhood and the lighting, those were two big issues, I know that, and the cost of course.
Now I understand the cost, it is a little hard to pin down, harder to pin down than some other things. But all we want to do is to make a recommendation that is a good recommendation. We are not trying to say that the turf would be bad or it would be good. That is really not the issue, the issue is, will we cause other problems by putting it in, we just want some information, some solid facts about that. Now we understand you provided us with an awful lot of information but we would like to hear from the Town. What they have to say about it, the people who were in charge of the track project etc. They are the ones who really should be speaking to the warranty issue. So even if we sentimentally want the turf, we feel it is our responsibility to make an informed decision. So please don’t interpret that as the Board being for or against it. I don’t know if I have made myself clear.
Mr. Guerrera: No that is a very good answer.
Ms. Calabrese: That is all that we are trying to do, we don’t want to do anything that is going to undermine what already exists or damage something.
Mr. Guerrera: I agree. Well that is why when those issues came up we went to the people we have been dealing with, Field Turf Tarkett.
Ms. Calabrese: But see I think it belongs in the domain of the Town Council.
Mr. Guerrera: Yes, just so you know, we supplied the Town Council, like with the issue of; they were worried about the protecting of the track. Field Turf Tarkett’s Track Engineer wrote a letter, I think we gave it to the Board of Ed also, stating how they would protect the track and how they go about with the machines and the whole thing.
Ms. Calabrese: But what I think I am trying to say is that were waiting to hear what the Town Council has to say about these issues in terms of the facts. Would we be putting ourselves at risk in some way? Because those kinds of issues, Public Buildings and all that are really the domain of the Town’s side. We are in charge of Education, now this field happens to be on the High School property and that is where we come in but we want to be sure that we are doing the right thing. Our expertise is not in all of these areas like Public Buildings and that is all we want. Now I am looking forward to, I believe it is this coming week we are going to have, they are going to make a recommendation, the Town Council.
Dr. Erardi: Monday, next Monday.
Ms. Calabrese: Monday. Well at that point, maybe then we will have enough information to make a recommendation as the Board of Education, I hope we will.
Mr. Guerrera: That is a great answer, thank you very much. For nine months we have been pushing and finally, it is good to finally hear something, at least an answer to some of the questions.
Ms. Calabrese: I really thought we gave you one.
Mr. Guerrera: I will be honest, I felt like a ping pong ball going back and forth, back and forth
Ms. Calabrese: But do you understand our point of view?
Mr. Guerrera: Yes I do understand and actually it amazes me how come the Town Council hasn’t at least gotten back to you with the questions you asked two and a half months ago.
Ms. Calabrese: Well I guess you would have to ask them
Mr. Guerrera: Yeah we didn’t. Now I am here as President of the Watertown Oakville Youth Football and Cheerleading. As some of you have known we got kicked off that Mills complex two weeks ago for our play off games. Some of you received emails, phone calls. A lot of parents have a problem with that, and I know it doesn’t seem to matter now because it was two weeks ago, but for an organization to get three teams at a play off home games, is a really big deal. And for me to get a phone call at 3:30 on a Friday afternoon saying you can’t play on this field because it is in terrible shape is ridiculous. Here we are on a Friday afternoon, we are trying to rent Municipal Stadium, a youth group in Watertown renting Municipal Stadium so they can hold three home play off games. Luckily after another call to Charlie saying “Charlie we are in a jam, what can Ms. Legge do, she can’t just pull it from us”, she let us play on the back field. Well the back field is beautiful don’t get me wrong, but here we are trying to line it into the night and then the following Sunday morning at 6:30-7:00 trying to finish lining it for a game that starts at 9:30.
I mean that was a point…our organization, I don’t know if everybody on this Board knows, has given more to this athletic department this year than I think a lot of people have known. We gave $3,900.00 worth of brand new orange uniforms to the Varsity football team, over 150 pairs of Nike cleats to the football that I think almost every kid got two pairs of cleats at an average of $89.00 a pair. Those were donated to us by our Central Board from the NFL but we didn’t have to go get them, we could have said whatever you want to do is fine but we decided to do something for this High School and this program. We have donated to the Parents groups; everything we do is to help our football team because we are supposed to be a feeder program. We want our kids to come here but I will tell you when these kids heard that they couldn’t play on their main field, you should have seen them, you should have heard the parents. I mean a few of you got emails and phone calls but my phone didn’t stop. All we have done, what really bothered me was we showed you how bad a condition that field is in, after a month and a half, how bad it is and then our kids suffer for it. But yet there were teams from out of town playing up here that following week. To me that has to stop. We are pushing kids to come to this school and all it seems like the town is doing is pushing them away from this school on acts like that. Us playing on there Sunday was not going to affect it for the following week. You are not going to fix it, if you fix it you have to go back to the issues of replanting grass, staying off it for another year. Everybody knows, you just look at it. So that was the second reason I am here, to me that was terrible. Thank you

Report from Student Council Representative – Mr. William Zeman
Mr. Zeman: Thank you and again thank you for all the desk space. I brought a manila envelope to fill it up with this time and next thing I am gunning for is one of those fancy microphones.
As for the report; this weekend saw the conclusion of one of the most far reaching projects that this High School has embarked upon. Back on October 19th selected Watertown student’s families welcomed 17 students and their two teachers from Valladolid Spain into their homes and into their school. The students attended classes with their American counterparts, they brushed up on their English and we brushed up on our Spanish. They also visited the cities of New York, Washington and Boston. Much learning occurred on both sides of the language divide and the entire exchange was an unqualified success. This visitation is part of an ongoing exchange program that began in 2002 and Ms. O’Toole and Mrs. Moriarty plan on requesting permission from this Board to visit Valladolid High School in April 2008. Judging by the enjoyment from the exchange that I personally saw and the entire student body saw, this student council certainly urges the Board to approve that when it comes forward.
My other little part is, Watertown High School has recently been blessed with another new club which students can interact with, it is called Pep Club. It’s run by President Nina Pantano, it is advised by Ms. Bellemare and Mrs. Goldfarb. Its mission is to, through activities and individuals, restore the school spirit at Watertown High School to decibel shattering levels. It is a great addition to the always expanding Watertown High School pantheon. One final note, this Friday is the Junior Variety Show, it starts at 7:00pm in the evening, admission is $6.00. I was visiting their rehearsals before I came here and within 10 minutes I saw singing, juggling and tap dancing, along with some skit acting and it is going to be a lot of fun, I urge everyone to attend. 4. Curriculum & Instruction Committee, Gina Calabrese, Chair
Ms. Calabrese: We have a meeting scheduled for November 30th and the purpose of the meeting is to discuss prioritizing some of the programs that we might be interested in trying to put back in the schools so that we can make a presentation to the Budget Committee.
5. Facilities Committee, Rich Mazzamaro, Chair
Mr. Mazzamaro: The facilities committee met on the 25th and actually it was quite and aggressive agenda. The Committee was updated on the three school study and given a progress report by Dave King and his staff at Kaestle Boos and Associates. The schools included in the progress report were Watertown High School, Judson and Polk. At each of the schools there was reported minor egress issues, minor code violations and some service life issues on parts and hardware and things like that.
At the High School, just to briefly go over what they presented to us, minor things like steep walks, broken pavement, egress issues with the entrance, not enough capacity for the number of people exiting possibly in an emergency, both on the upper and lower levels and the width of the stairs was also mentioned in the report. Judson, some handicapped violations, the front door wasn’t accessible with a wheelchair, some insufficient parking, which I am sure anyone that has been there has seen, egress issues with the distance to one of the exits being too long and again some service life issues, hardware and that kind of thing. Polk, the play equipment was not up to code and the parking, bus load and unload was also noted as an issue.
Dave King committed to having a full report on all three schools as well as an estimated cost to upgrade to the Board by late November or early December. Next item, Todd LoFrese updated the committee on the torn carpet at the entrance of Polk. The committee discussed options for repair including putting down rubber flooring with a walk off rug, the approximate cost of doing that would be about $5,000.00. Todd was going to submit some pricing to the budget committee. I was informed actually today by Todd that as of that meeting a section of the rug was lifted and after it was inspected it was discovered that rubberized flooring already exists under the rug. Maintenance is looking at options to clean and remove the glue from the floor safely and effectively and report back. So there is a chance it won’t have to be replaced at all.
Todd LoFrese also updated the committee on facilities, maintenance, manpower and equipment. Todd shared with the committee the number of men on the payroll and how they are scheduled. The department is short men and needs additional equipment. This information was shared with Facilities to better inform Facilities and the Board as a whole of these needs come budget time. Last item, Facilities is scheduled to meet this Wednesday the 15th and also on the 30th.

Mr. Griffin: I did have recently the opportunity to go into Mrs. Deschenes’ kindergarten class. They were working with some centers and I just wanted to display some of the artwork, this was my personal artwork that I did with them. This was a project that they did in one of their centers. I would just like to thank all the members of the Deschenes’ gang and Mrs. Deschenes personally for allowing me to come in and participate in their classroom.

Dr. Erardi: Dr. Pelosi will share additional information that we could not bring to you because the information was embargoed at our last meeting in regards to adequate yearly progress.
Dr. Pelosi: As Dr. Erardi said, the Watertown School District as a whole, the annual yearly progress status, was reported to us on October 26th, which was actually after our last meeting and embargoed until the 27th at which time a press conference was held. The School District as a whole met the standards for No Child Left Behind compliance status and so that was good news for us. As you know each school is also reported out and as a result of that the Superintendent directed each Principal to develop an action plan regarding the CT Mastery Test and the High School CAPT Test. We have been visiting schools listening to what the plans are, we have status reports prior to the final plan and Principals have met with staff and it has been a real concerted effort to focus on the problems that the Board was privy to and the presentations and hopefully next year our scores will increase and teaching will improve as well. 4. District Achieves Adequate Yearly Progress for 2005-2006
The Connecticut State Department of Education recently released (embargoed until Friday, October 27, 2006) the Watertown School District Adequate Yearly Progress Status for the 2005-06 school year. The district as a whole achieved Adequate Yearly Progress.
Dr. Erardi: Thank you Dr. Pelosi. Item #5 on the Superintendents report is by statute and by local ordinance.
I am hoping that Board Members can review our 2007 calendar as we will look to endorse our meeting dates at
our next meeting.
Just information for the Board and I would like to share with the public also that the Board of Education will be
giving up another evening on Monday December 4th to participate with the Connecticut Association of Boards
of Education, their governing body, in a two hour workshop on roles and responsibilities. If any Board
Members have questions regarding the upcoming workshop please give me a call.

5. Board of Education Meeting Dates 2007 – First Reading
The 2007 schedule of meeting dates for the Watertown Board of Education is presented this evening for the first reading. (See Attachment A.)
6. Board of Education Workshop
The Connecticut Association of Boards of Education will provide a workshop to all Board members on the Roles and Responsibilities of Board Members on Monday, December 4, 2006 at the John Trumbull Primary School library. The meeting will begin at 6:00 p.m. with a working dinner and end at 8:30 p.m.
Dr. Erardi: Item #7 is simply preliminary and I bring it to you because it is going to be a recommendation
from administration that is considerably different than previous school calendars. I usually take the position of whatever 180 or 181 or 182 or185 days we go to school is fine with me however this year when we bring our draft back to you for a first read on November 27th Administration will be recommending an after Labor Day school return for students. The recommended first day of school is September 4th, traditionally Watertown students have come back on the week before Labor Day, the Thursday and the Friday wrapped around the long weekend. The recommendation is being brought to you because of what we perceive to be the additional needed weekend for Swift Middle School with the renovation project. It is just information for the Board at this particular time that will be part of our master school calendar for 07-08 that we will be bringing to you on November 27th. Questions at all on the Labor Day weekend at this point?

7. Preliminary School Calendar 2007-2008 (Information Only – No Action Required)
Preliminary information will be shared with the Board of Education this evening to prepare the Board for its December 1st first reading on the 2007-2008 school calendar.
Dr. Erardi: I wanted to take the opportunity to share the days, dates and the times of the work the Mr. Griffin
and the Budget committee will be doing in January and February, making sure that the public realizes that all of
our budget meetings are open to anyone who is willing to attend. January 29th, February 5th and February 20th,
all of our meetings will be held at John Trumbull and all of our meetings will begin at 7:00pm. Tis the season,
we are being to formulate our site level budget requests, they will be coordinated in November, early December,
and the budget committee will be ongoing for the next two, three or four months as we look to bring a number
and a plan to the Town Hall.
8. Board of Education Budget Calendar Dates
The following dates have been scheduled for the budget workshops:

February 20, 2007 – 7:00 PM – John Trumbull School Library
Dr. Erardi: Item # 9, I would like to share with the Board of Education, not in great detail but in summary of
the bomb scare or the bomb threat that we had at Watertown High School today. On November 2nd a student
reported to his classroom teacher a one sentence on top of a magazine page that read that a bomb would go off
at Watertown High School at 2:05pm on Monday November 13th, which was this afternoon. Administration
immediately coordinated the investigation with the Watertown Police Department. The investigation was
ongoing at the close of last week and up until and through today.
What I can share with you about the investigation is that it remains active, it remains open and there is a
commitment from the administration and from the Police Department to follow through on where the writing
came from. On Thursday of last week, Friday being a no school day, on Thursday of last week every student
was informed by Principal Hasbrouck over the PA system of the situation and that was followed up by a letter
that was given to every student in attendance. On Friday the no school day, the Veterans Day Celebration, the
investigation continued and on Sunday a 3 ½ hour building search took place. The search included the State
Police, the local Police, Fire Department, Administration was here, custodians, and maintainers. Every locker
was opened, every locker was searched, every part of the building was searched. For students who were absent
last Thursday and could not bring home the letter that was sent home, personal phone calls were made to every
parent and it was our belief that by Sunday afternoon, Sunday evening that every parent and every student had
been notified of the Monday situation.
Monday morning opened up at 6:45 with only one entrance and one exit. Police were here, Fire was here,
students were discouraged to bring home their backpacks and book bags and encouraged to carry books and
lunches only coming through the entrance and the exit. I need to truly commend the High School students, the
staff and the administration for the work they did on Monday the November 13th. Sadly and again very
respectfully to the parents that kept their child or children home, we had approximately 180 students that were
absent at the start of the school day, a normal day at Watertown High School is about 5%-6% and if we use the
guestimate of about 1,000 students, 50-60 students was 180 today. By the time the day had ended with early
dismissal we were probably close to 250 – 275 and upwards to 300. So approximately 30% of the student
population was affected by the note that was written on November 2nd. Again the scripted note at 2:05, 2:05
took place and thank the Lord there was no disruption in the building.
We carried on our afternoon activities like we normally would carry on our afternoon activities but I think it is
important to share with the Board and with the public that the school Administration, the Central Office and I
know I speak for the Board of Education, we will continue to err only on the side of safety. The disruption this
morning and this afternoon were enormous, there is a significant dollar connected to it all but I don’t think you
would direct my any differently, to do what was done over the past three or four days. I will certainly update
the Board with any additional information but that is where we are as of this evening on the aftermath of the
2:05 bomb scare that took place today at Watertown High School and again a thanks and kudos to the
Administration, certainly to the faculty and most importantly the students who responded in an appropriate way.

9. Building Safety and Security at Watertown High School

Mr. Griffin: I would just like to thank Dr. Erardi for all of his efforts and all the Administration’s efforts for what was done. I think it was just a job well done and Dr. Erardi you have our unconditional support for erring on the side of caution.
